No water coming to Pressure Vacuum Breaker (backflow valve)

Hi all,
I am having a problem with my sprinkler system, in particular with the backflow valve. It was leaking for a while (chugging) and then I fixed it by replacing the springs. Then I could turn on the sprinkler and it worked. But now again the sprinkler has stopped working. The problem is there is no water coming "into" the vacuum breaker (backflow valve). The water supply to my house is ok. I checked sprinkler controller and the solenoids. Everything is fine. Just that there is no water coming into the backflow valve. Should I replace it or there are other problems? Please advise.

You have 3 water meters? Do you know which is which? Are they all open?

I appreciate the Power Point Presentation but could you just post the pictures as they are kind of small and I can't zoom in and see more detail. Did you ever turn the water back on after replacing the spring in the BFP?

It looks like one of your inspection valves on your BFP is open, that could be causing an issue but if no water is even getting to the BFP then you need to check to see if the valve at the meter is turned on. You will have to dig out some of that dirt to find the line going into the meter and coming out of the meter and there should be a valve on your side to turn the water on and off, it will most likely require a wrench or they make a special tool for it also. How did you swap the spring out without water going everywhere?

Ya, that is most frustrating. I could not find the valve on my side to turn the water on. May be it is inside the dirt next to the purple meter. I just called the city public works and they mentioned that reclaimed water supply is being irregular due to a broken pipe somewhere. This only can explain why there is no pressure/water in the BFP line.
