I live in the Texas panhandle where summers are hot but winters are cold. I am toying with the idea of overseeding with a rye grass this winter to have something green for the kids and dog. Has anyone tried using rye grass with Tahoma 31 during the dormant season? Any suggestions on steps to take(from prep, planting, to spring green up for Tahoma) or even a suggested rye to buy

You can overseed any Bermuda. Scalp it (the Bermuda) prior to your seeding timeframe and then germinate your grass seed as you would normally.
There are several good seed companies out there that folks use, Hancock and twin city come to mind.
I seeded obsidian last winter and it looked great this spring, not so much over the winter. It didn’t establish fast enough for my liking. The year before that I used champion gq, and it performed better for my specific use case.
Enjoy the green grass and the pretty stripes.
