Hello, I'm over seeding this fall in zone 8a and was wondering if I should apply a starter fertilizer. This is the soil test I had done. Maybe get a fertilizer with no Potassium in it?

If you're overseeding, there's no need to put fertilizer down. Adding nitrogen will just help the existing grass.
Starter fert usually has high N. You do not want N during an overseed. Your
P and K are high enough. i would recommend not applying anything. 14 days after germination is when i would apply a starter or just a N source.
