I have this stuff growing throughout my lawn. I'm thinking that it's from my overseed project gone wrong from last fall. Do I have to do a reno to get rid of it?

What if I cut it short like your suppose to do for quack grass?
Shocking your good grass when it is already stressed is not a recipe for success.

Stalky ryegrass here is an annual discussion. Some can't stand it others tolerate it. I tolerate it. Some years are better than others.

Does that stuff pull up easily? It has tight seed heads which can be indicative of PRG or poa triv.

Yes. It pulls up easily. Does that mean it's PRG?
Pulls up easily and tight seed head structure makes me think poa trivialis.

I'm a little confused. Picture 1 clearly shows a ryegrass (blade grooved on upper side, glossy and keeled on lower side, inflorescence is a spike and not a panicle) and I think I recognize it on the 2nd pic, too . I have some PRG contaminating my lawn and I have to make an effort to tear these out. Unless you are a bodybuilder, the same should apply to you.

So I suspect you might have both PRG and Triv. Sometimes I confuse PRG with Triv because it can be lighter green and also has glossy leaf undersides and expansive growth. Please check if the leaf blade isn't grooved and has long ligules on the grass you can easily pull out.

It could be straw/hay! This happened to me due to contractor putting down some straw or something when seeding. Look it up there are a few topics out about this. Mine looked exactly the saw. Good news is when you just mow it, it basically goes away. But expect it early spring next year too.
