So I would like to do a HOC of .75. Will a .5 scalp be sufficient?

That should be fine. I would just go as low as you can without getting into the dirt. I also probably wouldn't just arbitrarily jump back up to a 3/4" HOC. You may be able able to cruise along at 1/2" or 5/8" for a while, which will help you out when you have to raise the HOC due to grain or scalping.

OK, so this is a MQ question I imagine since we are both in NC. When should I plug and slit my lawn? Before or after scalp and when, like right now or wait a few days/weeks? Also fertalize?

FYI I have been to the NC State lawn site but not sure.

I assume by plug you mean aerate and if so, I would hold off on aerating until later in the year when the grass is actively growing. You can go ahead and verticut the lawn whenever you feel like it right now. I know we are suppose to be getting some cooler temps later this week but you should be fine. I did mine this last weekend and still have some more scalping to do since I am going with a lower HOC.

After all the scalping and verticutting is done it should be safe to give the lawn some food but I would keep it light for right now until it starts to really green up(around 75%+). By keeping it light I mean no more than .5 lbs/K of Nitrogen, Ammonium Sulfate(21-0-0) would be best at this time of year with the cooler temps and it's fairly cheap. I picked some up at SiteOne late last year for about $20 for a 50 lb bag.

As for aerating, I would wait until May or June and follow it up with some sand would be optimal to fill the holes.
