What bug is this????

Can anyone please tell me what pest this is? There are lots in my apartment, they are drawn to water, and I find them in my cats water dish. How can I prevent this???? Please help!

It looks like a Rice Weevil to me but the picture isnt all that great. Definitely in the weevil family though.
