What are these bugs and why won't anything kill them?

As I'm pushing the mower across the lawn they fly around in clouds. The entire lawn, not just spots. 99% of the are tiny, like a few millimeters. Here and there I'll see a large one like the size of a moth. Both of these photos are the tiny ones, the first photo is just zoomed in.

They've decimated a couple sections of Bahia that have now filled in with weeds. The Bermuda is looking sickly and when I cut it, it's browning closer to the ground.

I've tried Bioadvance 24 hour grub killer (granules), Bioadvance Season Long grub killer (granules), and multiple applications of liquid Triazicide... And the lawn is still INFESTED with them. HELP

I think those are leafhoppers. You need a contact kill like Bifenthrin.

Its weird but Imidachloprid is labeled for leafhoppers.

It's not a systemic, but Carbaryl will work for an effective contact kill until your systemic insecticides can take hold.

@Darth_V8r, I think that was a typo. Imidacloprid is a systemic, but I get what you are saying about using Carbaryl as a contact killer.

unclear pronoun. in my head the past read "carbaryl is not a systemic, but carbaryl will ...." I do that a lot, and routinely get called out for it in my daily life
