Are you watering it regularly? Which Hobbs? New Mexico or Texas :D Tall fescue can take 10-14 days to germinate. Don't panic. Keeping the seed and soil moist is key right now. Especially in this heat.

It's a tough time of year to seed fescue. The shade from the tree will help keep it cool but you may have to reseed in the fall. For sure keep it moist. The Scotts 3 way has a starter Fert in with it doesn't it?

The bags of soil you purchased, anything special about them?

If you still have some seeds left, grab a couple and place in a solo cup with some cotton balls. Keep it moist to test the seed germination.

Is the soil staying moist between the 4 times?

The best thing you can do right now is stay patient. Unfortunately grass doesn't grow thick and lush over night. Or even after a week. As others have mentioned, 10-14 days and maybe longer.

I know this is your first time and your first instinct is to panic. Don't. Wait it out. Keep watering.

^+1. Keep watering frequently and don't worry about any thin spots. You should plan on overseeding again in September.
