Sprinkler Wire issue ?

have a weird issue:

if I check continuity on a wire I have no issues coming from the controller.
I get 28VAC when i measure with a multi meter
but as soon as i connect the Solenoid it shows 13VAC and it does not engage ?
also, Solenoid engages with another wire attached - so Its working fine as well.

any ideas what's going on ?

do i need to check wire for resistance ? If so how do i do that ?

So you get 1/2 voltage with this particular wire attached. If you use another wire everything is fine. Is that correct? Normally its a termination issue, so re-terminate the bad wire on both ends. If that doesn’t help then there is a wire issue and it needs replacing. Checking actual resistance serves no purpose. To check resistance with meter you are applying a very small voltage which may or may not show the issue.

If the wire is bad, its bad. No need to waste time figuring out all the technical details.
