So I have a few questions for you guys.

I have a 3 way PRG blend in my back yard that i planted last Fall, looked great and still does but there are some things that im noticing this Spring that are bothering and worrying me.

I did Milo back on Memorial day, and put some Dominion about 2 weeks ago.

1) First is just the general yellowing of some blades, i assume some type of disease but seems to be across the entire yard?

2) More concerning are the seed stalks that seem to be all over my yard, they are tall rigid stalks that probably had seed heads at one point. I only noticed them walking barefoot in the yard it was not as soft as expected and a bit "crunchy" from all the stiff stalks. What the hell is it? I assume its not Rye. I did not put Pre-Em down this spring because i was out of the country and was planning on reseeding the entire area with the same mix since it was a bit sparse. Now its grown in quite thick but i have all of these stupid stalks. It hasnt been warm enough here yet for crabgrass to be responsible because I see a bunch of crabgrass starting to get to the first tiller stage in my garden and some other area's of my landscape.

That's one of ryegrasses downfalls is that it gets stemmy going into summer
This bad though? Like these are 3"+ stems. Also we havent really entered Summer, we've been in 60-70F weather until this week where its been 90, and now its going back to low to mid 70's. Our heat here in Oregon is usually in July/Aug/Sept.

Are there any practices that can be followed to prevent it?
