Does pre limit bermuda stolons or rhizomes from rooting? I've always blanketed the whole lawn but am considering skipping the thin areas to let the grass fill in more. Curious to know your experience and observations.

Not that bad. It is labeled for use at low rates when growing in from sprigs or plugs. Usage rate of 0.8 Lb of the Prodiamine DG per acre. You are under the annual maximum for the product so multiple applications may be made. You can also use Simazine as a preemergent. It does not last as long, but it will not interfere with growth of Bermuda from stolons.
