When is the best time to apply a preemergent herbicide this time of year in Minnesota?

Those are summer annuals. Apply in spring before they germinate.

Poa annua germinates now. Goes dormant in winter and shows up in spring. It drops seed and normally dies in the summer heat.

The problem is that it is a grass, a lime green grass. Most people won't know it is there. But, once you are able to see it, you see it everywhere.
