I put down pre emergent prodiamine on day 1 in the morning. Irrigation was run on day 1 and it rained on the night of day 1. Can I mow in the evening of day 2?

If it was Prodiamine 65 WDG I don't believe there is a set restriction. However, most sites that sell it always seem to recommend in the Q&A section to wait two days for both before and after.

It is a soil product and the rain/irrigation should have watered it in. I would not be concern with mowing anymore. I would no collect the clippings in the random chance there is still some product in the leafs.

Yes, I think you could mow if there is more than 0.5in of rain/irrigation.
