Can you scalp sod before you cut plugs from it? I already have my lawn at a satisfactory HoC so I didn't want to insert leggy plugs.

I plug before I cut all the time and I NEVER cut low

I think what he's saying is that his sod is taller than his lawn HOC and he wants to know if he shorten the germinated grass on the sod square before cutting to lay a plug so that he doesn't have unsightly plugs that are sticking out in his lawn.
