The browning could be from not enough water or pine beetles. If it's pine beetles, you wanna make sure you remove the infested limbs (possible whole tree) and soon thereafter remove it off site for proper disposal or burning. Pine beetles can infest many trees and kill them.
I've never fertilized pine trees (actually I can't stand them, but that's another story), but I understand mature pine trees really don't require fertilizer. I found the below article that may be of help.
