Leveling bare dirt for sprigging and rocks

Curious other’s thoughts on getting bare dirt level for sprigging.

I broke all the ground up, did the major leveling with Harley rake/box blade. Then took drag harrow and went over yard in circles 1,000x

now into the finish leveling.

I have a 10’ wide metal leveling drag (exact one the lawn rebel has a video on how to make). Was going to do circles with that to try and finish the get as level as I can.
Recommendation on whether to roll with a drum to push it all down or leave the dirt “fluffy” for sprigging?

Leave uncompacted until it establishes, then flatten out.

Leave it until you spread the sprigs. Then water heavily and roll with a roller or drum of a reel mower if you have one to maximize sprig to soil contact

We had a good rain today and it exposed a load of rocks once the soil was washed.

do I need to get topsoil to put over top? Will be maintaining latitude 36 at 1” HOC.

raking isn’t really an option-the impacted area is over 10k sq ft
