That doesn't look like poa to me, poa is a little bit lighter green and thinner bladed. Plus the seed heads are really obvious. To me that looks like some kind of ryegrass. I live in Ft. Worth too and see plenty of it around my neighborhood.

Do you know if ryegrass would actively grow while my bermuda was still dormant? That part of my lawn was green during the winter months. It also seems to be growing in clumps.

Absolutely, its a winter weed. MSM with something like Duo Stick should take it out
