Honda HRR216K issues

So after two different repair places, whom I have described the issues to thoroughly, have returned the mower to me after giving it a tuneup and nothing else (despite me telling the second guy I just had it done 3 months ago and the first people didn't fix the issue) I figured I would ask you geniuses here.

this is the honda quadra cut. It's about 2-2.5 years old.

Main issues:
1.) When I pull backwards, the back wheels lock and do not roll. Thus requiring me to drag it through grass and sand.
2.) Throttling all the way up, as well as the motor shut off do not reliably work. The return spring on the throttle on the engine side "stick". both peoples solutions was to spray WD40 on the spring and mechanism. I think its the whole "thing" that needs to be replaced, bushings and springs and all
3.) Sometimes, and I suspect this is related to #2, the engine idles down and then shuts off during use. I then have to typically pull the air filter, and spray starter fluid in there to get it going again. It's new gas, ethanol free.

My plan initially is to take it to Home Depot, and see if any of it is covered under warranty which is allegedly 5 years from Honda. My gut is to buy a brand new one, get this one fixed, and sell it for what I can get for it.

But before I do, figured I'd ask! Thanks in advance.

I told them the spark plug, filter, and oil had been changed twice in 3 months, by the prior two places who didn't do a thing to resolve my issues. I told them it definitely does NOT need that, and to please fix the issues I brought it in for.

Guy seemed pretty sharp mechanically, but it took him probably a solid 20 minutes to get the repair ticket entered into the computer.
