home sprinkler system

Hello all. My sprinkler guy replaced my old HydroSaver panel with a different model, as the older one had stopped working. The older one had a digital screen with the clock and date showing. The replacement one he gave me had a dial with 2 hands on it, like a timer clock. It works OK, but the only setting this one has is every day OR every OTHER day.. This is NOT good since when a month has 31 days, the unit sets off my sprinkler on a day when I am NOT allowed to run the water. I am only allowed to run my system on even-numbered days. Therefore, on a month with 31 days, it should not run again until the 2nd of the month. However, this one runs every other day. The older one that stopped working was programmable for EVEN numbered days. So I know now that I cannot use this system (it is called the HYDRO SAVER 4 automatic controller). So I want to go digital NEXT summer with a unit that allows it to be controlled BOTH through the wall unit OR an APP. It should also work if I have NO wifi in an area I am in, if I am not home and want to control the system. If you can you recommend a unit that will do this, BUT I do NOT want to spend a lot of money to accomplish this. It also needs to be fairly easy to use. Please advise. Thank you all.
I have been looking on line- this unit needs to be set up in my basement in the same spot where the Hydro Saver 4 is on the wall now.

I will be the outlier and recommend Hunter. It will do everything you listed, here is a link to my Hunter review. I don't understand your statement though where you say you want to be able to remotely control it if you are not home even if it has no WiFi access.

The only way this would work is if the controller had a built in cellular board which you would have to pay for monthly. The Hunter controllers will work without WiFi, but you cannot control them remotely without it, and you really want the WiFi access to more easily control most of the features.

If the basement location has no WiFi, you would either need to just accept that you will not be able to remotely control it or you would need to add a WiFi Extender or something similar to get WiFi service there. I don't know anything about Rachio, maybe it has a cellular option; I may have also misread your intent with that statement.

Rachio wasn't an option for me because I needed 24 zones and Rachio stops at 16 max.
