Help cleveland pear just stopped

Current have a Cleveland pear tree that has no leaves or blooms. I don't understand why it's not blooming it gets plenty of water in the area it is could it be too much water? It is in a flood zone X area so it's damp there most of the time. I have 11 other ones that are doing great
