Do herbicide temperature restrictions mean at any time of day or just when applying?

As it's still 90+ degrees every day here I am starting to think more about the herbicide labels because I feel like it's impossible to do anything for 6 months of the year here unless it's Celsius. 6 months might be generous, it can be 90 in November and then again in March.

So when I read something basic like Image from home depot which says "Apply when temperatures are between 45 - 90F. " or something fancy like Fahrenheit that says "Do not apply to turfgrass under stress due to high temperatures (above 85°F) " does this mean if at any time during the day it goes above 85 or 90 then it's in the damage zone? Or does it mean if it's cooler at night I can go out there when the sun goes down and apply?

My understanding is that it’s when you’re applying it, but also for some time after while it’s drying and being absorbed. Most people will apply it in the evening when the temperature goes below the max. That way you have the whole night and the morning before it gets too hot again.
