So I have what I like to think is a nice lawn... (zeon zoysia). My neighbor and buddy a few doors down ... doesn't. he has a lot of bare patches since I was kind enough to hit him up with some weed killer last summer. Originally Bermuda is what was put down in our neighborhood, but a lot of what he has looks like Centipede.

So maybe thats the choice, but here are the requirements (we're in SC):

-Lay down grass seed with literally no care whatsoever, other than some occasional watering the first few weeks
-Tolerant to dog poop and pee
-Slow growing/low maintenance from a mowing perspective
-Fairly fast spreading/establishing
-Low watering requirements

I know its not ideal :) But literally I need to convince him to even put down a bag of grass seed. I will get him hooked on everything else later.

Suggestions on breeds?

Believe it or not but a nice lawn is not a priority to most people. If he's ok with bare spots and weeds let him enjoy the other pleasures of life. You have to remember we(the lawn forum) are fanatics or the .01%. No need to push your beliefs on others that don't share the same interest. I can't tell you how many clients I have that think weeds are beautiful and the only thing that matters to them is a green lawn wether it's weeds or grass.

The only criteria that Centipede meets under your requirements is Slow growing/low maintenance from a mowing perspective. You are looking for a grass that does not exist :D

We have rules in our HOA about keeping the lawn up to a certain degree... and I am on the board, and trying to get people to voluntarily cooperate :) Also hes a former landscaper, so "a carpenters house is never finished". He says he's interested, and I know the seed is expensive.. I could probably get him to water until it sprouts. Who knows. I'm just trying to see if there is another flavor that is super abuse and neglect tolerant.
