Looks like slime mold. You area has been getting dumped on for rain correct? I have some showing up in my back yard that I noticed when I mowed last night.

I'm unsure. From what I have read it will go away once things dry out. I also saw that you could hose it off once it dry, however you are spreading spores when you do that.
