Currently we are having water issues on our property especially under the house. Had a new French drain installed and so far looking good. However the lawn took a beating with tractor and digging. The pictures I have included show the current state. Mind you - we are eventually going to resod the whole yard once we know that the drain is working and diverting water properly however this will be in the next two years. The dirt is actually a good topsoil with mulch mixed in. There is old grass under the top soil also in many areas except where they installed the drain.,

Looking for something that will sprout fast and cover this area. I could just buy sod however not wanting to add even more topsoil and dig up all the grass underneath. Any recs on seeds or brands that will come up fast? Advice or thoughts?

Several WA-based forum members use perennial ryegrass. It is well-suited to your specifications because it germinates faster than other cool season grass types.
I can't imagine growing new grass during the summer, but I imagine that your summers are far milder compared to the heat in the south. Usually, early fall is the best time to grow.

Appreciate the advice! Can I just seed it and rake lightly to cover with existing top soil and then water heavy everyday? Our summer (not officially started ) currently we are running about mid 60 to mid 70's. Any fertilizer needed from get go?

Those are great growing temps. Yes to the above except the water heavy. The idea is to keep the soil moist all day. So light (~5mim) 5 times a day.

More than just taking, ensure seed to soil contact. Stomp the seeds with your feet (if small area) and roll it. Prg is easy to grow.
