So when a cultivar appears in different data sets from year to year, is it 100% the same, or can it be modified? In other words, if a cultivar is further refined, does it still go under the same name or does it get a new one?

Like if you look at the 06-10 genetic color data, midnight scores a mean of 7.5. Yet in the 2016 data, it's up to a 8.3, higher than blueberry.

If cultivars can't change, is this just simply variance in results from year to year?

edit: Looking again, it may be because many sites aren't reporting yet so the mean is a bit unreliable. But still, most of the sites that are in both data sets scored it higher this data set.

Yes. "Please remember that results can vary from year to year and from location to location. Therefore, always reference the LSD value when interpreting test results."
